Efficiency Through Technology
Turning Potential into Practical Value
Despite the title, this article is not all about Artificial Intelligence...
Too often, conversations about efficiency jump straight to AI. While AI undoubtedly has a role to play in our organisation, our approach is broader, more practical, and focused on delivering real value.
We are concentrating on making better use of the technology we already own, building digital confidence across the organisation, removing unnecessary manual effort, and applying human intelligence to redesign processes that have become more complex than they need to be.
Our approach is built on a simple belief: the biggest gains often come from many small improvements rather than a single transformational technology project.

Colleague Efficiencies
Through our five-block model, we will provide targeted training and support to help colleagues save time in their day-to-day work. By making better use of the technology we already invest in, we will create:
- Make everyday tasks quicker and easier for colleagues
- Greater return on our technology investments
- Better outcomes and service levels for our residents
Digital tools only deliver value when people are confident using them. By improving digital skills across the organisation, we can unlock more of the capability that already exists within our technology estate and make everyday tasks simpler, faster and more effective.
Service Efficiencies
The model extends beyond individual productivity and sets out how we will create a safe and governed environment for a community of trained builders across the council.
These colleagues will use low-code tools to develop apps and agents, automate processes, and reduce time spent on repetitive tasks. By empowering services to solve their own challenges, we can drive continuous improvement closer to the point where it delivers the greatest value.
What excites me most is that colleagues across the council are driving this change, not just the Technology and Digital team. Guided by our newly established Innovation and Productivity Team, we will build a Community of Builders across North Northamptonshire Council. This network of enthusiastic colleagues will share good practice, support the adoption of new ways of working, and help identify opportunities for improvement, all while operating within agreed guardrails and documentation standards.
Organisational Efficiencies
At the top end of the model, we have included mechanisms for tackling more complex organisational challenges.
Block 4 describes how our skilled engineers within the Innovation and Productivity Team will design, build and support solutions in-house. Using technology already available to us, they will help deliver efficiencies at scale while maintaining control of our technology landscape and maximising the value we receive from existing investments.
This approach allows us to respond more quickly to business needs, reduce reliance on external solutions where appropriate, and ensure that knowledge and capability remain within the organisation.
Our Corporate Approach to AI Governance
In Block 5, we return to AI.
As AI capabilities continue to evolve, we need to balance innovation with strong governance. This final block sets out the assessments, controls and decision-making processes we will apply when considering AI-enabled technologies that could create organisational risk or have wider corporate impacts.
We will maintain strong oversight of the financial, ethical, security and governance considerations that influence where and how AI solutions are deployed across the council.
Our established Information Management Board, which includes representation from our Caldicott Guardian, Data Protection and Monitoring Officers, together with senior leaders from the Technology and Digital service, will act as the council's AI custodians. Their role will be to guide, challenge and govern the introduction of new AI-powered tools and services, ensuring that innovation remains aligned with our organisational values, legal obligations and risk appetite.
Turning Potential into Value
The foundations are now in place.
The challenge, and the opportunity, is to turn those foundations into measurable and repeatable efficiency gains across North Northamptonshire Council. By combining skilled people, effective governance, better use of existing technology and a culture of continuous improvement, we have a real opportunity to transform how we work.
That journey is already underway, and I am excited to see what we can achieve together.
